New Delhi: The Municipal Corporation of Delhi has made the mutation of name of property owners in property tax records completely online, a move that seeks to provide greater ease to residents, officials said on Friday.
Earlier, some of the processes involved in it required manual intervention, a senior official said.
There will be "no human interface" in mutation process of property tax records, the MCD said in a statement.
The MCD has rolled out a "simple, unified policy" for e-change of name of a taxpayer or of mutation cases for ease and convenience of property owners. The department has made e-change of name process completely online, it said.
Earlier, the erstwhile three corporations had "different policies" for mutation of property tax records, but now it has been made a unified policy, the senior official said.
No separate application for e-change of name is required for properties sold or transferred on or after April 1, 2019, the civic body said.
The MCD with reference to transfer of property through registered sale deed or registered agreement to sale or conveyance deed by land owning agency or registered gift deed, prior to April 1, 2019, has simplified the process, it said.
Now only five general documents may be required for mutation i.e., -- affidavit from the applicant on Rs 10 stamp paper (duly notarised); indemnity bond from the applicant on Rs 100 stamp paper (duly notarised); death certificate of the previous owner, if applicable; receipts of up to date payment of property tax; and complete chain of ownership documents, the statement said.
In case of transfer of property through sale deed or registered agreement to sale or conveyance deed by land owning agency or registered gift deed, prior to April 1, 2019, the MCD has dispensed with the need for separate application for e-change of name required for property tax purpose, it added.
These cases are auto-triggered and can be downloaded from the MCD portal. These valid e-change of name certificates are akin to other e-change of name certificates generated through applications on the portal, and "require no stamping and signature by any MCD officials," the MCD said.
"It will be the duty of the concerned circle officer of the zone to update the demand and collection register, subsequent to such auto e-change of name on his or her own or upon production of such record by the tax payers. In exceptional cases where auto-trigger does not take place, application on MCD portal can be made," the statement said.
